Why RTO Cancellations Are Rising — And How to Choose a Safe Provider in 2026
Published: 7 October 2026 | Clinton Institute (RTO 41597, CRICOS Provider: 03540C) | Trust & Safety Guide
Australia's vocational training sector is undergoing a quality shake-out. Three RTOs were cancelled by ASQA in 2026. A graduate diploma had its CRICOS registration removed on 5 October. And from 2 October, students must now stay with their provider for 12 months before transferring — up from 6 months. Here is what it means for you, and how to choose a provider that will still be operating when you need them.
Why RTOs Are Being Cancelled
ASQA — the Australian Skills Quality Authority — is the regulator for vocational education and training. It is cancelling RTOs at a higher rate than previous years for a clear reason: the sector has been plagued by credential fraud and non-compliant operations, and the regulator is responding.
Three RTOs were cancelled in 2026:
- ACG Global Australasia — cancelled September 2026
- Melbourne Training Centre — cancelled July 2026
- Unique College of Technology — cancelled 2026
On 5 October 2026, the Graduate Diploma in Management and Leadership (GDML) had its CRICOS registration removed — meaning no new international students can enrol in this course at any provider.
Common reasons for RTO cancellation: fraudulent assessment practices, issuing qualifications to students who did not genuinely complete requirements, failure to conduct compliant training and assessment, inadequate resources and staff, and inability to demonstrate genuine operations.
What Happens to Students When an RTO Is Cancelled
When an RTO is cancelled, students lose their qualification. ASQA typically arranges a "teach out" — migration to another provider — but this is not guaranteed and often means repeating units, additional costs, and delays in completing your qualification. Some students have lost their entire investment with no qualification to show for it.
The 12-month transfer lock (effective 2 October 2026) adds another layer: even if you identify problems early, you cannot simply transfer to another provider after 6 months. You must complete 12 months with your principal course provider before switching. This makes choosing correctly at enrolment time more important than ever.
How to Check If Your RTO Is Safe — 4 Steps
Before you enrol, verify four things:
- Check ASQA's national register. Search for your RTO by name or number at asqa.gov.au. If it is not listed, it is not a legitimate RTO. Clinton Institute: RTO 41597.
- Check the CRICOS register. For international students, your course must be on the CRICOS register. Search at cricos.education.gov.au. Clinton Institute: CRICOS 03540C. Courses: CHC33021 (115261A), CHC43015 (115262M), CHC52025 (115263K).
- Verify physical premises and genuine staff. Legitimate RTOs have physical campuses, named trainers, and established operations — not just a website and a phone number. Visit the campus if possible.
- Confirm work placement is arranged, not self-placed. RTOs that tell students to find their own placement are frequently targeted by ASQA for compliance failures. Clinton Institute arranges placement with Arcare, Opal Healthcare, and Benetas — not self-placement.
The 12-Month Transfer Lock — What It Means for You
From 2 October 2026, international students cannot transfer to a new education provider until after completing 12 months of their principal course. This was previously 6 months. The change was made to reduce visa hopping and to protect students from making hasty provider decisions under agent pressure.
The practical implication: if you choose the wrong provider, you are now locked in for a full year before you can leave. This makes pre-enrolment research genuinely critical. Do not rely solely on agents or website claims — verify directly on ASQA and CRICOS registers.
