Temporary Visa Holders and CHC33021: Study Rights by Visa Subclass (2026)

Published: 31 October 2026 | Clinton Institute (RTO 41597, CRICOS Provider: 03540C) | Melbourne campus: Level 9, 313 La Trobe Street

If you are already in Australia on a temporary visa and want a nationally recognised aged care qualification, the first question is not which course you want — it is which course your visa can legally carry you through. This page sorts the common subclasses by study rights, then shows you exactly how each one reaches CHC33021 Certificate III in Individual Support.

The short answer: subclass 500 student visa holders take the 28-week CRICOS pathway; Working Holiday Visa holders (417 and 462) can take the 13-week fast track, because three months of study fits inside their four-month limit; 485, 482, 494, 491, 820 and 309 holders can enrol onshore because their study rights are generally unrestricted; and visitor (600), ETA (601) and eVisitor (651) holders can ask us about the 13-week fast track — 13 weeks of study fits within the three-month limit these visas allow, and the 120 placement hours sit inside those same 13 weeks. What decides it is whether the conditions attached to your own grant let you take part in a workplace placement, which is for you to confirm with the Department of Home Affairs or a MARA-registered migration agent.

Every pathway finishes with the same award: CHC33021 Certificate III in Individual Support, a nationally recognised Australian qualification awarded by Clinton Institute (RTO 41597), with 120 hours of arranged work placement in registered aged care facilities across Melbourne.

Start Here: The Three Ways to Complete CHC33021

Before the visa table, it helps to know which of the three delivery options you are aiming at. The option you are eligible for is largely decided by your visa.

Pathway Duration Who it is for What you need
Fast Track 13 weeks, full time (3 days face-to-face plus 1 day self-paced online learning per week) Domestic students, Working Holiday Visa holders (subclass 417 and 462), and Temporary Graduate Visa (subclass 485) holders No student visa. 120 hours of placement in Weeks 11–13
Standard 26 weeks, part time Onshore students who need a slower study load No student visa. Same 120 hours of placement
CRICOS 28 weeks (2 days of classroom study per week) International students on a subclass 500 student visa Confirmation of Enrolment, OSHC for the full duration, financial capacity and English evidence

The fast-track page explains how the three delivery options work in detail, and the CHC33021 course page carries the full entry requirements, units and placement details.

Study Rights by Visa Subclass (2026)

The following table summarises the study rights of common Australian temporary visa holders, including Working Holiday Visa (WHV) subclasses 417 and 462. The final column is how each subclass reaches CHC33021 specifically — read it alongside the study-rights columns.

Note on the fifth column: it answers a general question about enrolling in a one to two year VET qualification. CHC33021 is shorter than that on every pathway, so some subclasses marked “Generally no” for a 1–2 year course can still take the 13-week fast track. The fourth column (maximum study duration) and the sixth column (your CHC33021 route) tell you which.

Working Holiday Visas (417 and 462): The Four-Month Limit, Explained

Working Holiday Visa holders can study for a maximum of four months. That single number decides which CHC33021 pathway you are eligible for, so it is worth being precise:

  • 13-week fast track — available. Thirteen weeks of full-time study is roughly three months, which fits inside the four-month limit with room to spare for the placement weeks.
  • 26-week standard pathway — not available. Twenty-six weeks is about six months, which runs past the limit.
  • 28-week CRICOS pathway — not available. Twenty-eight weeks also runs past the limit, and the CRICOS delivery is for subclass 500 student visa holders anyway.

Two practical points. First, the four-month study allowance is a total, not a per-course allowance — if you have already used part of it on another course, check what is left before you enrol. Second, the fast track is an onshore enrolment with no student visa and no CRICOS Confirmation of Enrolment, which is exactly why it suits WHV holders. Our 13-week fast track guide for domestic students and WHV holders walks through the schedule week by week, and our guide to studying aged care on a Working Holiday Visa covers the visa-specific questions in more depth.

Student Visa (500): The 28-Week CRICOS Pathway

Subclass 500 is the one subclass where the course length is set by the education provider rather than by you. CHC33021 is CRICOS-registered (CRICOS course code 115261A) under Clinton Institute’s provider code 03540C, so a subclass 500 student studies the 28-week CRICOS pathway with two days of classroom study per week.

The same 120 hours of arranged work placement sits inside that 28 weeks, and the same CHC33021 Certificate III in Individual Support is awarded at the end. You will need a Confirmation of Enrolment, OSHC covering the full duration, and evidence of financial capacity and English proficiency as set out on the CHC33021 course page. If your circumstances have changed recently, our guide to the October 2026 student visa transfer changes and student visa changes overview explain what the new rules mean for onshore students.

Unrestricted Study Visas (485, 482, 494, 491, 820 and 309)

These subclasses have generally unrestricted study rights and no set maximum study duration, so there is no four-month cap to work around. You enrol onshore in Melbourne with no student visa required.

The 13-week fast track is confirmed as open to 485 Temporary Graduate Visa holders. For 482, 494, 491, 820 and 309 holders, contact admissions before you enrol and we will confirm whether the 13-week fast track or the 26-week standard pathway is the right fit for your conditions — the answer depends on work rights and study load arrangements attached to your particular grant, not on the subclass alone. If you are working through what a 485 visa allows, our 485 visa holder study guide sets out the current position.

Conditional Visas (408 and the 010, 020, 030 and 050 Bridging Visas)

For a subclass 408 Temporary Activity Visa and the 010, 020, 030 and 050 bridging visas, study permission depends on your individual visa conditions rather than on the subclass itself. The only reliable way to confirm is to check your own record.

Run a VEVO check before you contact us, then send admissions the details of your grant. If study is permitted and your conditions do not cap your study duration, the 13-week fast track or the 26-week standard pathway may both be available to you. If your conditions do not support a VET award qualification with workplace placement, we will tell you that plainly rather than take an enrolment that puts your visa at risk.

Visitor, ETA and eVisitor Visas (600, 601 and 651)

These three visas allow limited study, capped at three months. The 13-week CHC33021 fast track is 13 weeks of study, which sits within that three-month limit, and the 120 hours of supervised work placement fall inside the same 13 weeks (Weeks 11 to 13) rather than adding to them. The length of the course is therefore not what stands in your way.

What decides it is whether the conditions attached to your own visa let you take part in a workplace placement. That is set by the Department of Home Affairs rather than by us, so check VEVO, or speak to a MARA-registered migration agent, before you enrol. If that point is clear, contact admissions with your visa subclass and we will take your application forward — and if we think there is a risk to your visa status, we will tell you plainly.

If you are visiting Melbourne and want short non-award training rather than a qualification, our visitor visa short course information explains the options that do fit within a visitor visa. For everything else about studying without a student visa, our guide to studying in Australia without a student visa and temporary visa study guide cover the full picture across every subclass.

CHC33021 Entry Requirements

These requirements apply to every student on every pathway, regardless of visa subclass.

  • Be at least 18 years old
  • Have completed Year 11 or equivalent
  • Meet English language proficiency — IELTS 6.0 overall with a minimum of 5.5 in each band, or an accepted equivalent
  • Complete a free Language, Literacy, Numeracy and Digital (LLND) assessment before enrolment. It identifies any support you may need and is not a barrier to entry
  • No prior community services experience is required

Before your work placement starts you will also need a current police check, a working with children check, up-to-date immunisations including influenza and COVID-19, and a manual handling certificate. Our student support team guides you through each step, and the full sequence is on our aged care work placement process page.

Your 120-Hour Work Placement Is Arranged

Placement is not something you have to arrange yourself, and it is not optional. Clinton Institute matches every student to a registered aged care facility through a partner network of around 200 facilities across Victoria, including Arcare (60+ residences), Opal HealthCare (148 care communities nationally) and Benetas (13 residential homes across Victoria). You submit your availability and location preferences, we confirm the placement with the facility’s student coordinator, and you receive a placement confirmation letter with the facility details, start date and shift times.

Because placement is a compulsory component of the qualification, it is also the reason visitor, ETA and eVisitor visa holders cannot enrol in CHC33021. Read more on the placement process and in our placement guide.

How to Apply

  1. Confirm your pathway. Use the table above and the FAQ below to work out whether the 13-week fast track, the 26-week standard pathway or the 28-week CRICOS pathway is the one your visa supports. If you are on a conditional visa, run VEVO first.
  2. Send an enquiry. Apply online, email admission@clinton.edu.au, or call +61 3 8394 2064. Tell us your visa subclass and we will confirm eligibility before anything else happens.
  3. Receive your offer. You will receive a letter of offer within five business days.
  4. Start your checks early. A police check and a working with children check take time to process. Leaving them late is the most common reason a placement start date slips.

Current intake dates and fees for every pathway are published on the intakes and prices page. The next fast-track intake starts 16 November 2026, and the fast track also runs rolling monthly intakes. There is no agent commission charged for direct enrolment with us, in line with Australia’s direct enrolment regulations for onshore students.

Clinton Institute does not give immigration advice.

We are an RTO (41597) and a CRICOS provider (03540C). We deliver training, assess your competency and arrange your work placement. We do not decide what your visa permits — study load, work rights, visa extension and enrolment eligibility are set by the Department of Home Affairs. Check your own visa conditions and VEVO, or speak to a MARA-registered migration agent, before you enrol. See our contact page for the fastest way to reach admissions.

Frequently Asked Questions

Which Australian visa subclasses can study CHC33021 Certificate III in Individual Support?

Subclass 500 student visa holders study the 28-week CRICOS pathway. Holders of a 485, 482, 494, 491, 820 or 309 visa can enrol onshore because their study rights are generally unrestricted — ask admissions whether the 13-week fast track or the 26-week standard pathway suits your visa conditions. Working Holiday Visa holders (subclass 417 and 462) can take the 13-week fast track. Holders of a 408 visa or a 010, 020, 030 or 050 bridging visa may be able to enrol, depending on their individual conditions — check VEVO first. Visitor (600), ETA (601) and eVisitor (651) holders can ask us about the 13-week fast track, because 13 weeks of study fits within the three-month limit these visas allow and the 120 placement hours sit inside those same 13 weeks — whether their own conditions cover the placement is for them to confirm before they enrol.

Can a Working Holiday Visa holder (subclass 417 or 462) do the 13-week fast track?

Yes, if you have four months of study allowance available and it has not already been used. The 13-week CHC33021 fast track is roughly three months of study, so it fits inside the four-month limit on a Working Holiday Visa. The 26-week standard pathway and the 28-week CRICOS pathway both run past four months, so neither is available to you on a WHV.

Why can a WHV holder not use the 28-week CRICOS pathway?

Two reasons. First, the 28-week CRICOS delivery is for subclass 500 student visa holders and needs a Confirmation of Enrolment (CoE) from us, which is issued against a student visa. Second, 28 weeks runs past the four-month study limit that applies to a Working Holiday Visa. The 13-week fast track avoids both problems: it is an onshore enrolment with no student visa required.

Can I study CHC33021 on a subclass 500 student visa?

Yes. CHC33021 is CRICOS-registered (CRICOS course code 115261A) and Clinton Institute is a CRICOS provider (03540C). Subclass 500 students study the 28-week CRICOS pathway, which includes the same 120 hours of arranged work placement. You will need a Confirmation of Enrolment, OSHC for the full duration, and evidence of financial capacity and English proficiency.

Can a visitor visa (subclass 600) holder enrol in CHC33021?

It depends on your own visa conditions, and the course length is not the obstacle. The 13-week fast track is 13 weeks of study, which sits within the three-month limit a visitor, ETA or eVisitor visa allows, and the 120 hours of supervised work placement fall inside those same 13 weeks (Weeks 11 to 13). The variable is whether the conditions attached to your grant let you take part in a workplace placement — check VEVO, or speak to a MARA-registered migration agent, and if that is clear, contact admissions and we will take your application forward. If you are in Melbourne briefly and want short non-award training instead, see our visitor visa short course information.

What are the entry requirements for CHC33021?

You need to be at least 18 years old, have completed Year 11 or equivalent, and meet English language proficiency (IELTS 6.0 overall with a minimum of 5.5 in each band, or an accepted equivalent). You also complete a free Language, Literacy, Numeracy and Digital (LLND) assessment before enrolment — it identifies any support needs and is not a barrier to entry. No prior community services experience is required.

What documents do I need before my 120-hour work placement?

Before placement starts you need a current police check, a working with children check, up-to-date immunisations including influenza and COVID-19, and a manual handling certificate. Clinton Institute’s student support team walks every student through this process, and our placement team helps match you to a facility near where you live.

How long does CHC33021 take, and what does every pathway include?

There are three ways to complete it: the 13-week full-time fast track, the 26-week standard pathway, and the 28-week CRICOS pathway for subclass 500 student visa holders. Every pathway includes 120 hours of supervised work placement in a registered aged care facility, arranged by Clinton Institute through a partner network of around 200 facilities across Victoria including Arcare, Opal HealthCare and Benetas. All pathways award the same nationally recognised qualification: CHC33021 Certificate III in Individual Support.

Do I need a student visa to get a CHC33021 qualification?

No. Working Holiday Visa holders (417 and 462), and holders of a 485, 482, 494, 491, 820 or 309 visa, can complete CHC33021 in Australia without holding a student visa. Only the 28-week CRICOS delivery requires a subclass 500 student visa and a Confirmation of Enrolment.

Does Clinton Institute give immigration advice?

No. Clinton Institute is a Registered Training Organisation (RTO 41597) and a CRICOS provider (03540C). We deliver training, assess competency and arrange your work placement. We do not decide what your visa permits — study load, work rights, visa extension and enrolment eligibility are set by the Department of Home Affairs. Check your own visa conditions and VEVO, or speak to a MARA-registered migration agent, before you enrol.
